Very interesting blog. Use of images is an interesting topic. A lot depends on how the image is used. In general, I think it is important to ask an artist.
For example, before posting the Bizzaro comic on this blog, I emailed the artist to see if he cared. On the other hand, I post comics I like on my own webpage that only a few friends see, and I haven't asked all of those artists' permission. However, I also don't claim it as my own work, which is the point of the blog you found.
It seems particularly irking when one artist uses another artist's work to promote their own art albeit in a different vein, the teddy bear image for example. So many people would love to see their art used, but with their own recognition and permission.
